Sweden – Malmö
The Environmental Building Program South, developed by Malmö and neighbouring authorities, is a tool for speeding up the transition of the construction sector. Developers who want to build on municipal land have to follow the standards set up in the program. All classes in the program entail more stringent requirements than stated in the national regulations. An ongoing work ensures that the program is monitoring developments surrounding sustainable building. Requirements will be progressively tightened in future versions of the program.
In central Malmö by the main railway station a large area has been designated for a new concert, congress and hotel facility. The main focus was on the sustainability of the buildings. The buildings that will be included in the project.

The south east corner of Malmö sees a major transition right now. A new city district is under erection in Hyllie, built around a new rail station and rail link in to central Malmö and Copenhagen. Hyllie will be a major mixed use development with 9000 homes, offices, shopping centre, sports arena and other visitor attractions. The ambition of the City of Malmö is for the next phase of the Hyllie development to become a new benchmark showing the way towards climate neutral development.

Spain – Region of Basque
The Basque Government is fully committed with the improvement of energy efficiency in buildings, and it is included as task to develop in their Strategic Lines for Housing. In order to fulfill the requirements described in their strategic lines they have developed a Good Practice Guide for Sustainable Building construction. The guide includes recommendations to improve buildings’ sustainability during the building life and the description of a methodology for building sustainability assessment. They also admit the testing role in pilot actuation for new technologies assessment. Mainly in the design phase of buildings and districts (bioclimatic architecture), construction, use and building maintenance in order to achieve the maximum energy savings and the implementation of renewable energy sources (thermal panels, PV, etc.).
The demonstration building is a three block residential building located in the Portugalete municipality in the Greater Bilbao and it is developed by the Basque Government-Department of Housing, Public Works and Transport. The new building in Greater Bilbao is oriented to social housing, so the budget for the construction is very tight. The implemented technologies must be energy efficient in order to achieve the target value but at the same time also low cost, because the developer cannot afford expensive technology.
